Dr. Jim Alm is the Chairman of the Department of Economics at the Andrew Young School of Policy Studies. He is an expert on tax compliance, fiscal policy analysis and intergovernmental finance issues. His international consulting experience dates to 1982, when he began work on the USAID-funded Local Revenue Administration Project. Since that time, Dr. Alm has advised governments in 10 countries, under the aegis of projects sponsored by USAID, UNDP and the World Bank. Most recently, he was working in Bangladesh as a consultant to a World Bank project on Municipal Finance. Prior to that he has traveled to Russia, Latin America, Africa and Asia to advise government bodies on value added tax reform, tax compliance and evasion, income tax policy and revenue forecasting.
