| Roy Bahl Dr. Bahl is Dean of the Andrew Young School of Policy Studies. He is considered one of the foremost experts on fiscal policy reform in the world. In recognition of this fact, he was appointed in 1996 as the Principal Fiscal Consultant to the World Bank's Transportation, Water & Urban Development Department. He has consulted for numerous foreign government ministries on tax policy, tax administration and fiscal decentralization issues. In 1996 - 97, he was retained by government ministries in China, South Africa, Ireland and the Philippines to advise on tax policy and intergovernmental finance issues, and he traveled to over ten other countries during this time period as a senior adviser on World Bank and Asian Development Bank tax policy and urban finance reform projects. He co-authored the book "Urban Public Finance in Developing Countries" with World Bank Vice-President Johannes Linn (Oxford University Press 1992).
