Professor Herrero was born in Madrid ( Spain ) in 1972. She got her Law degree in the Universidad Complutense of Madrid in 1995 and her Ph.D. in Economics in the Universidad Nacional de Educacion a Distancia (UNED) in 2004. Currently, she is an Associate Professor in the Department of Applied Economics and Public Finance of the UNED, and an external researcher of the Institute of Fiscal Studies, which belongs to the Spanish Ministry of Finance. Her research fields are fiscal federalism, equalization transfers and decentralization of welfare state.
