Nataliya Starostenko has been a visiting scholar at the International Studies Program from June 2007 to August 2007.

During her visit, she was studying the fiscal incentives in the context of the budgetary reform in Ukraine . She was also working on performance budgeting in transitional countries.

She received her PhD in Finance from the Institute for Economy and Forecasting of the National Academy of Sciences of Ukraine in 2005. Dr. Starostenko specializes in fiscal policy at both national and local levels, tax assignment, intergovernmental fiscal relations, regional policy analysis, and the formation of economic clusters. She has extensive experience in research and teaching. She worked as a researcher at both governmental and non-governmental institutions in Ukraine , combined research and management functions at one of the leading think-tanks – The International Centre for Policy Studies. Nataliya Starostenko has also been engaged as a consultant in the project of the World Bank on promoting participatory budgeting in Ukraine .
