Born in Madrid in 1965. He got his MSc in Economics in the University of York (Great Britain) and his Doctorate degree in the Universidad Complutense of Madrid. Currently, he is a senior lecturer in the Department of Public Finance at Universidad Complutense. From 2000 to October 2004 he was the Deputy Director for Tax Issues in the Ministry of Public Finance at the Spanish Institute for Fiscal Studies. At this Institution he run the Microsimulation Unit of tax reforms. In 2002 he was appointed to be one of the members of the group of experts to advise the European Commission with respect to tax incentives for I+D and innovation.
