Dr. Sally Wallace is a Public Finance Economist specializing in tax policy, revenue forecasting and modeling and intergovernmental fiscal relations. She previously worked as a Financial Economist for the United States Department of Treasury. She served as the resident Chief of Party of the ISP Tax Reform Project in the Russian Federation. She also serves as the co-director of the Jamaica Tax Reform Project. She has consulted widely on fiscal reform and fiscal decentralization issues for the World Bank, USAID, Asian Development Bank and foreign government ministries in China, the Philippines, Russia, Kazakstan, Mongolia, Guatemala, Ukraine, the Dominican Republic and Uzbekistan.
