International Technical Assistance and Training Activities
 
The technical assistance capabilities of the International Studies Program are best illustrated by a review of some of our recent technical assistance projects and training programs. Our portfolio of technical assistance projects and training programs includes activities in Africa, Latin American and the Carribean, Asia, Europe and the CIS, as well as global projects.

Most of our outreach projects are typically funded either by the host countries themselves or one of the Andrew Young School's partner organizations, which include the U.S. Agency for International Development, the World Bank, and the United Nations.

Egypt – Decentralization Initiative, (2007)

Malawi
The Andrew Young School was contracted to lead the Malawi intergovernmental fiscal transfers study for the UN Capital Development Fund and the Government of Malawi. (2000-2001)

Namibia
A study team led by the International Studies Program is providing technical support to the design of a formula-based transfer system to Regional Councils in Namibia (2006).

Nigeria
James Alm and Jamie Boex conducted a fiscal study of the state of Anambra, Nigeria in October 2000. Additional research on Nigeria's system of intergovernmental fiscal relations is contained in ISP Working Paper Number 02-1: An Overview of Intergovernmental Fiscal Relations and Subnational Public Finance in Nigeria (2000-01).

Palestine
With support from ALO/USAID, the Andrew Young School engaged in an academic partnership with An-Najah National University in Nablus, West Bank. (2001-03)

Swaziland
The International Studies Program engaged in a study to introduce a system of formula-based system of grants in Swaziland. (2003)


Tanzania
The International Studies Program developed a formula-based system of block grants in Tanzania. (2002-03)
The AYSPS is providing technical support to the Local Government Reform Programme in Tanzania for the implementation of a formula-based system of block grants in Tanzania. (2003-06)
At the request of the Government of Tanzania, the International Studies Program conducted a comprehensive review of the policy framework underpinning the structure of the financing of local governments in Tanzania. (2004-05)

Bangladesh
Senior Andrew Young School faculty -including Professors Alm, Bahl and Martinez-Vazquez- acted as lead consultants for the World Bank's Bangladesh Municipal Finance Management Sector Study. (1997)
Dr. Jamie Boex served as a Fiscal Decentralization Expert as part of an SPPD team on local government finance for UNDP/Bangladesh. (2002)

Indonesia
Senior Andrew Young School faculty are providing technical assistance and training in support of the Indonesian decentralization process through a number of partners, including IRIS, LPEM-FEUI, USAID and the World Bank. (1999-2003)
The Andrew Young School hosted 55 Indonesian Master's students for a year-long International Master's Degree in Applied Economics. In addition, five Indonesian public servants and university lecturers are pursuing their doctorate in economics at GSU under the program. (2001-2003)
In September 2003, Professor Mark Rider faciltated a workshop on the development of an Intergovernmental Fiscal Review document for Indonesia. (2003)
The International Studies Program continued its involvement in Indonesian policy reforms through its lead in the USAID-funded project Technical Support for Decentralization Reform in Indonesia. (2003-2004)

Nepal
AYSPS faculty advised UNCDF/Nepal on the introduction of an allocation formula for grants from its Decentralized Financing and Development Program Fund, and commented on the implications of the proposed DFDP funding formula for the broader design of the system of intergovernmental fiscal relations in Nepal. (2002)
The Andrew Young School conducted a six-day workshop on Fiscal Decentralization in Nepal for the Local Bodies Fiscal Commission in January 2004.

Pakistan
As a continuing effort to improve the tax system in Pakistan and complementing the ongoing work of the Tax Administration Reform Project, the International Studies program was contracted by the World Bank and the FBR to conduct the Pakistan Tax Policy Review Project.
