Malawi Intergovernmental Fiscal Transfer Study
Dr. Jamie Boex, Senior Research Associate with the Andrew Young School's International Studies Program was selected by the United Nations Capital Development Fund and the Government of Malawi to lead a team of experts to develop proposals for a system of intergovernmental fiscal transfers for Malawi. The principal objective of the study was to assist the Government of Malawi in establishing an objective mechanism for the allocation of resources from the central government to local assemblies, thus forming a key part of Malawi’s decentralization process. The study focused specifically on three issues: (1) a mechanism for determining the overall size of the transfer pool; (2) options for the types of fiscal grants and the formulas which are needed to accomplish the Government’s objectives; and (3) how the transfer system should be phased to provide financial support for local governments during the transition period.
