Multi-Year Budgeting Project in the Russian Federation
In 1997, discussions between the International Studies Program at Georgia State University and the Budget Department of the Ministry of Finance of the Russian Federation raised interests in a joint project in the area of multi-year budgeting. As a result of the interest shown by the Budget Department, the International Studies Program submitted a proposal to the World Bank seeking support for a joint project with the Budget Department to develop a multi-year budget methodology for the Russian Federation. In May 1997, the World Bank signed on as a partner to the project applying funds from the Japanese-funded Policy and Human Resources Development Fund. The goal of the Multi-Year Budget Project for the Russian Federation was to provide the Budget Department with an overview of multi-year budget practices in other countries and to develop a methodology for multi-year budgeting for the Russian Federation. The Project has exceeded expectations on both accounts. During the first phase of the project, the International Studies Program produced an extensive review of international practices in the area of multi-year budgeting. This thorough review of international practices allowed the Budget Department to consider its options in introducing multi-year elements to its budget process. (A revised version of this review is available as ISP Working Paper 98-4). Based upon this review, a methodological approach to multi-year budgeting for the Russian Federation was established in the second phase of the project. This approach was specifically designed to fit the needs and capabilities of the Russian government. In addition to developing the multi-year budget methodology, the ISP also provided the Budget Department with a working Multi-Year Budget Model for the Russian Federation, along with the necessary supporting documentation. At the request of the Budget Department, the ISP team also produced documentation discussing the use of forecasting techniques as they pertain to multi-budget revenue and expenditure estimates. The Multi-Year Budget Project further provided direct contact between senior officials from the Budget Department of the Russian Ministry of Finance and counterparts from Australia and New Zealand through a ten day study tour to Canberra, Australia.
