Namibia is inching closer to transferring the power to deliver key social services from line ministries to the country's 13 regional governments. This culminates the long process of establishing a decentralized system of government envisioned in Chapter 12 of the post-independence Constitution of 1990.

Given the envisioned role of Regional Councils in the delivery of major public servcies (including primary education, basic health care and rural water supply), the efficiency of the system of intergovernmental transfers becomes particularly important. Therefore, Namibia's Ministry of Regional and Local Government, Housing and Rural Development (MRLGHRD) has requested the ISP's support in developing a comprehensive, transparent, and formula-drive system of recurrent and development grants.

The study on the design of a system of intergovernmental grants in Namibia is taking place in the context of the country's Decentralization Policy. Based on a solid understanding of intergovernmental fiscal transfer design issues and the particular system of intergovernmental relations in Namibia, the objective of the assignment is to develop recommendation for the design of a Recurrent and Development Grant System in Namibia. The study team’s counterpart is the Directorate for Decentralisation Co-ordination (DDC) within MRLGHRD, with support from the Finnish Ministry for Foreign Affairs.
